the  Regulatory Enforcement and Licensing (REAL) System Replacement.  Of
   these  funds,  75  percent  shall  be  placed in reserve.  The Office of
   Financial Regulation is authorized to submit quarterly budget amendments
   requesting  release of the remaining funds pursuant to the provisions of
   chapter   216,   Florida  Statutes.   Release  is  contingent  upon  the
   submission  of a detailed operational work plan and a monthly spend plan
   that  identifies  all  project work and the estimated amounts and actual
   costs for Fiscal Year 2025-2026.

   The office shall submit quarterly project status reports to the chair of
   the  Senate  Committee  on  Appropriations,  the  chair  of the House of
   Representatives  Budget  Committee,  and  the  Executive  Office  of the
   Governor's  Office  of  Policy  and  Budget.  Each  report  must include
   progress  made  to  date  for each project milestone, planned and actual
   completion  dates,  planned  and  actual costs incurred, and any current
   project issues and risks.
